What Is a Commercial Mail Receiving Agency (CMRA)?
A Commercial Mail Receiving Agency is a private business authorized by the US Postal Service to provide mail forwarding services for customers. To use a CMRA for your mail, you’ll need to submit Postal Service Form 1583, which gives the CMRA the authority to accept and forward your mail.
When you hire A Registered Agent, Inc. as your CMRA, you’ll be able to complete Form 1583 in your client portal. No printing, mailing, or in-person drop-off necessary.
What Is USPS Form 1583?
USPS Form 1583, also called the Application for Delivery of Mail by Agent, is a form submitted to the USPS, which authorizes the CMRA to receive your mail. Form 1583 is submitted after you hire a CMRA. The CMRA should provide the form for you to fill out and then submit it on your behalf. If you choose us as your CMRA, you’ll be able to easily complete Form 1583 directly from your client account.
When completing Form 1583, you’ll need to provide the following:
- Full name
- Residential address
- Signature (E-signature is okay)
- Photo ID
- Proof of Address
Form 1583 is required to either be notarized or verified by your CMRA. As your CMRA, we can have the form verified internally, so you don’t need to worry about this requirement.

Ready for a permanent mail forwarding solution? Here’s how to order and use our CMRA services.
- Order Mail Scanning or Virtual Office service. First, sign up for Mail Scanning or Virtual Office service. Choose between Standard Mail Scanning (+10 free scans), Deluxe Mail Scanning (+25 free scans), or Virtual Office (UNLIMITED free scans).
- Complete PS Form 1583 in your client portal. This process is completely paperless. Just complete the form in your account, include an e-signature, and upload a picture of your photo ID and proof of address.
- We’ll verify your form internally. As a CMRA, we have an internal verification process for Form 1583. There’s no extra charge for this service.
- We’ll submit Form 1583 to the USPS on your behalf. We’ve got this. You don’t need to lift a finger.
- Enjoy same-day mail scans, junk mail shredding, and more. All of our mail services include a unique suite number and same-day Open and Scan digital mail forwarding. If you need a piece of mail physically forwarded to you, you can request this with one click in your client account. Physical forwarding is $15 + the postage fee.

Why do I need to complete Form 1583?
PS Form 1583 is a USPS requirement for receiving mail forwarding services. It’s not our requirement, but we try to make it as painless as possible by letting you complete the form virtually and having it internally verified in our office.
If I’m only using your free business address provided with registered agent service, do I need to fill out Form 1583?
No. Form 1583 is only required for clients using our mail scanning or virtual office services. If you’re a registered agent client using our business address for privacy on state forms, you don’t need to fill out Form 1583.
Do I have to use my personal ID when submitting Form 1583 for my business?
An owner or officer of the business is required to submit their personal ID with Form 1583.
Can I submit one form of identification for both my photo ID and proof of address?
You’ll need to provide two separate documents for your photo ID and proof of address. The USPS won’t accept one document for both.
Do I need to get Form 1583 notarized?
Form 1583 is required to be notarized or internally verified by your CMRA. As a registered CMRA, we have an in-house verification process that takes the place of notarization, so you don’t need to worry about this requirement.
Can a non-US resident use a US Commercial Mail Receiving Agency?
A non-US resident can use a CMRA in the United States. The process is the same for non-US residents as it is for US residents.
